The road was closed for more than four hours while police officers carried out investigations at the scene, with drivers being diverted away at roadblocks.
It is understood that a doctor and nurse rushed to the aid of the injured man, who has not been named but is believed to have lived nearby, following the collision and tended to him before ambulance crews arrived to take him to the nearby hospital.
People in the petrol station at the time of the incident said they heard the noise that followed the collision but did not see anything.
The arrested man was in police custody being questioned last night.
Avon and Somerset Police have appealed for anyone who witnessed the incident or believes they have information which could help their inquiry to contact the force's collision investigation unit on 101.
