“I should have added that Bristol to Glasgow and Edinburgh are with easyJet. Ryanair doesn't operate those routes.”

“The Post is correct. The low-cost refers to the business model of the airline.
Low fares are not necessarily part of the package though they are still hugely lower than they were 20 years ago on routes that the likes of Ryanair and easyJet fly and that's not even taking inflation into account.
For example in the early 1990s when there was a low frequency turbo-prop route from Bristol to Glasgow and Edinburgh you wouldn't get a return fare below £200, often nearer £300 - in todays' money that would be nearer £400.
It's now possible to get to Glasgow and Edinburgh and back for around £50, taxes and other charges included.
Incidentally, this story is a Ryanair press release 'lift' published on 30 January and the extra flights to/from Bristol were for the Wales-Ireland match at Cardiff last Saturday.”
