You can't take it away from Jon Rogers – he's a man who wants to see things change for transport in Bristol.

Not everyone agrees with his policies but no one can criticise him for not trying imaginative things.

And of course he supported the Post's campaign to reduce the number of junctions controlled by traffic lights, a move which has been broadly welcomed.

The latest scheme – in fact a further development of earlier proposals – is to introduce 20-mph limits across large areas of the city. It will mean that virtually all roads in the two areas will be subject to the limit.

We can assume two certainties from all of this: if people obey the limit, our roads will be safer, and there will be people who will take every opportunity to ignore the limit.

Of course in many of those roads, it is virtually impossible to top 20 mph even if you want to, such is the congestion. But equally, it is hard to imagine the boy racers and some of our more, shall we say, impatient cab drivers paying much attention at 11pm on a Saturday night.

There is very little appetite for speed cameras and the number of roads affected means they cannot all be watched by police. This bold move could have the desired effect – greater safety – without affecting motorists too much. The question is who will take responsibility if large numbers of drivers ignore it.

“Regardless of how many drivers obey the new limits, it signals a significant change in culture.

Even if it takes a generation for the effects to be significant, it is a step in the right direction”

“The idea of the 20 mph limit is that it will be largely self-regulating with drivers who respect it slowing down those that don't.

Of course there will be those that completely disregard the speed limit as there are now and they need to be dealt with as dangerous drivers.”
