Steve Jones (11) gave the hosts an early lead, before Saddlers midfielder Dwayne Mattis was shown a red card on the hour after a second booking.
Lee Barnard (66) and Dougie Freedman (80) put the visitors ahead, only for Parkin to have the final word in stoppage-time after being fouled by Southend substitute Lee Sawyer.
There was, though, no such excitement in the matches between Millwall and Carlisle, Swindon and MK Dons and Brentford and Brighton, which all finished goalless.
