Bristol man to be tagged over dangerous dog

The owner of a dangerous dog in Bristol faces wearing an electronic tag after his pet attacked a woman and her dog.

Lyn Parcell's Staffordshire bull terrier Ryan was found to have injured Chrissy Stockdale and her boxer Stumpy after an incident in Kingsdown on April 5.

Mrs Stockdale was taken to Bristol Royal Infirmary after suffering lacerations, while her dog had to be treated at a vets the day after, a court heard.

Parcell, of Carolina House in Dove Street, Kingsdown, had pleaded not guilty to being in charge of a dog that was dangerously out of control in a public place.

But he was found guilty after a day-long trial at Bristol Magistrates' Court yesterday.

Magistrates imposed a community order for six weeks, with a curfew from 10pm until 8am enforced by an electronic tag.

The 44-year-old defendant was also ordered to pay £100 compensation to Mrs Stockdale, £150 costs and to put Ryan on a lead and a muzzle when out in public. No application was made to destroy the dog.

The court heard Mrs Stockdale had been out walking her dog with her husband Richard at about 8.45pm when the attack happened in Dove Street.

The Stockdales were living in Dove Street at the time, but have since moved to Margate in Kent.

Mrs Stockdale, a housewife, said: "We crossed over the road to Carolina House and walked on the pavement to the hospital. I heard a dog growling on the other side of the railings and this dark coloured Staff came under them.

"He went for our dog's throat and chest area. It all happened so quickly.

"A man came up from the railings and my husband shouted at him to get his dog under control.

"He was drunk, he smelled strongly of alcohol. This man whacked at the dog with a stick, it was circling us to get away from him and then attacked us.

"I was crouching down to reassure our dog and this dog got my arm. I had seven wounds, one of which has left a scar on my forearm."

Mrs Stockdale described the man as having a Welsh accent, and said he called the black coloured dog "Bryan" or "Bryn".

The court heard the man with the stick got the dog away from the Stockdales, who then went to hospital because Mrs Stockdale was bleeding.

Mr Stockdale later picked Parcell out of a line up and he was arrested.

Parcell, who has a Welsh accent, denied he was the man with the dog, or that the dog was his. He told the court he owned a Staffordshire bull terrier, but it was called "Ryan" not "Bryan", and it was brindle, not black.

He said there were a number of people with Staffs in his tower block, and that the description did not match him.

Parcell said: "Ryan is a rescue dog, I have owned him since April 2007.

"He's brilliant, he's totally non-aggressive and loved people. He's a diamond, a diamond dog."

But magistrates said they were satisfied Parcell was the owner of the dog involved in the attack.

After the trial the court was told Parcell, who suffers from Hepatitis C, had 42 previous convictions for 119 offences, the last in 2006. His solicitor Giles Nelson indicated he would appeal against the conviction.

    “what is the comment " Mind they have eaten a couple of babies" about ??? from another kelly bristol???? My comment was about our 2 dogs and how not all staffis should not be tarred with the same brush !”

    “So the dangerous dog gets to live and the chav scum gets to continue beating dog with stick....how long before a small child gets bitten on the face I wonder?
    Has anyone tested the judges/magistrates for their mental ability to come up with appropriate sentences for crimes committed? Or is senility one of the qualifications needed to be a judge or magistrate these days?”

    “I agree with Lucy of whitchurch, my husband and I own 2 staffs, weve had them both from puppies around 9 weeks old. We have attended training classes to learn the basics, and they both learned everything so qucikly. They have both been nutured and have 2 very different peronalities, one is so full of energy and so playful and the other is so loving and so much calmer !. They really are the most gorgous dogs and are so affectionate towards each other - they sleep next to each other, they play together, they share food & water, yes they have the odd disagreement over the same toys it can exactly the same, ball, bone or toy but they both want it ! we buy 2 of everything to be fair ! Defiantly close brothers. The looks we sometimes get when we walk our Staffs are from ignorant people who think tarring every dog / ovwner with the same brush is justified ! I do not agree with Dog fighing and it makes me feel sick to the stomache at the thought of it or any animal being mistreated, yes this happens and yes its staffs & pitbulls that these sicko's use but not all staffordshire bull terrier owners are like that nor are we chavs, we live in our own home in a nice area of bristol, we pay our own mortgage & way in this world and treat our boys as though they are our babies ! My point is its not fair to say " staffs should be banned" or thats uneducated people own staffs. I know a few people who have a pet satffi dog and none of them are unemployed chavs !!! This owner should have had this dog on a lead in a public area, i feel sorry for the dog being with an irresponsible owner ! We only ever let ours go to play in a field on a long lead and we run with them if we see a dog approaching we pick up their leads immdeialty, believe it or not there are other breeds that bite humans and other dogs!!”
