A kerb crawler caught picking up women for sex twice in four months has been given an anti-social behaviour order, banning him from the Bristol's red light districts.

Barry Stoker, 48, of Howard Road, Southville, claimed he was actually looking for drugs when a prostitute got into his car in Portland Square on July 23.

He pleaded guilty to soliciting a person for the purpose of prostitution from a vehicle, when he appeared at Bristol Magistrates' Court yesterday.

The court heard Stoker had a previous conviction for the same offence, from April this year.

Magistrates imposed a two-year Asbo, preventing him from driving a vehicle in four red light district areas, in and around Fishponds Road, Warwick Road, Portland and Brunswick Square and York Street, St Werburgh's.

He was also ordered to pay a fine of £125, £60 court costs and a £15 victim surcharge.

Jane Cooper, prosecuting, said: "Police were on duty at 8.10pm on July 23, and witnessed a woman standing on the junction of Boswell Street and Fishponds Road. She moved towards the kerb and attempted to make eye contact with passing drivers.

"Then a red Vauxhall Astra passed by three times, the woman approached the car and got in.

"It drove to St Michael's Hill, officers approached and separated the man and woman.

"She said she was Rebecca John, and that she was expecting to do business with the defendant and get paid for it.

"She was given a street caution for loitering.

"He was arrested and charged. He said he was in the area to buy drugs, he saw the woman and remembered her from a few years ago.

"The defendant picked her up because he wanted her to take him to buy drugs.

"He said he had no intention of having sex or paying for it."

When asked if he wanted to say anything in his defence to the magistrates, Stoker said: "No, I just went to buy drugs."

The court heard if that Stoker breaches the Asbo he could go to prison for up to five years.

    “the police in this country are more concerned with imposing political correctness than tackling crime and deserve the contempt of decent citizens.Providing the man's car is legal and he is not drunk and the woman is not claiming welfare whilst working and they conduct their activities discretely and don't leave behind any associated detritus; then its their business and theirs alone.”

    “I really don't know why the BEP has to publish this. It has just publicised where to get sex from in Bristol. Besides it has brought shame and embarrasment not only to this man but also innocent members of his family.
    The asbo says he cannot drive a vehicle in these areas. Next time he should use a skateboard.”

    . But the police have time to watch and follow a couple in a car for many miles to get a conviction which in my eyes a lot less than someone breaking into your property,”

    “I have a little omelette on my face after my last post. I went on to read the article about the police having asked for powers to move on drunks in the area. Let's hope it'll make a difference. At the very least it shows they're aware of the problem and working out how to address it.”

    “I have to agree with Jonnie's comments. I can see the logic of targeting 'kerb-crawlers', but the rarity with which such token prosecutions are brought show how lightly the area is policed.

    In the meantime, the Portland / Brunswick Square are suffers from appalling problems with low level criminality. Aggressive begging, muggings, disorder and drunkenness (often violent), relatively open drug dealing, criminal damage, prostitution, theft etc....

    The city has permitted a vastly disproportionate concentration of social support agencies and numerous hostels to build up in the area. People should know there are drugs hostels, homeless hostels, prostitution advice services, bail hostels, alcohol support services, drug rehab support etc. etc., all providing valuable services, but all lumped into one small part of the city. The police, with their current allocation of resources, do little more than try to keep a lid on things. Anyone who lives, passes through or works in the area though is aware how these beautiful squares have become blighted by persistent low level criminality and disorder.

    There is a couple of things which would help. Firstly, relocate some of these 'support agencies' and hostels so that there isn't such a concentration, a critical mass, of anti-social activity and criminality which inevitably feeds on itself. But before that, there's an easy solution - permanent police foot patrols in the area rather than the occasional visit. In a wealthy city with the resources we have, is this too much for locals residents (who pay for their policing) to ask for or expect?

    The city council has allowed and perhaps even encouraged hostels and agencies into this area over the years. The people who live here are entitled to expect more than to be abandoned to a situation not of their making. Keeping a lid on the situation isn't enough ¿ especially when keeping a lid on the situation means ignoring the drug and alcohol fuelled problems in favour of arresting the occasional punter in a Vauxhall Astra! The police can do better. People are entitled to ask why they aren't.”
