Bristol South MP angry over expenses scandal
Health minister Dawn Primarolo says she shares the anger of her constituents over MPs' expenses.
The Bristol South Labour MP was today due to publish copies of the receipts she has claimed under the controversial second homes allowance scheme on her website, www.bristol southlabourparty.org.uk.
Yesterday she showed the Post the bundle of documents recording the claims she had made between 2004/05 and 2007/08 and declared: "I'm not dishonest."
Ms Primarolo said she submits regular claims for mortgage interest payments, utility bills, council tax, phone and broadband costs and television licence fees relating to her London second home under the Additional Costs Allowance (ACA).
Twice a year she also submits bills for about £2,100 for the service charge on the flat, which is a short walk from the House of Commons, and ground rent.
During 2007/08 she claimed the full £23,083 to cover the costs, although Ms Primarolo says often the allowance does not cover each year's bills, so she tops up the rest from her own pocket.
The Government minister put in unreceipted claims – allowed under the Commons rules – for food bills for about £150 to £200 for some months in 2004 but said she decided to stop because she "would have to eat anyway".
Ms Primarolo told the Post: "I'm just as angry as my constituents. I can't explain this behaviour by some MPs.
"It's so important for me to be transparent and to say to my constituents these are my claims and this is what it's for. I heard somebody say that trust takes a decade to build up and minutes to destroy. All MPs have got to look very long and hard at what is going on.
"The only way to restore trust is for changes to the system to be decided independently.
"I don't want people to think that I have done something that is dishonest, because I haven't. I just didn't have any idea all this was going on."
For about three-and-a-half of the years covered the MP's London property was designated as her second home.
From being elected in 1987, her family home in Bristol was always listed as her main residence but changes in Parliamentary rules meant that during her early years as a Treasury minister she was made to change that to London. The rules changed again and when she was told about the new regulations she switched her main home back to Bristol.
It means the costs in mortgage interest in the first part of her 2004/05 claim are far lower than when she claims for her London home under the ACA, but running costs are greater.
Among the files are notes about some claims but with orders from the Commons fees office that they are blanked out when they are published.
They included discussions about a claim that was initially rejected because the staff had not realised they had already had a copy of the bill.
Some forms include mistakes where Ms Primarolo has entered one of her claims in the wrong column.
Fees office staff also boosted the amount paid in some claims because the MP had added up the claim incorrectly.
During the 2005 general election, submissions were slashed once Parliament dissolved.
Ms Primarolo has a tracker mortgage, which means that while interest payments remained steady, at about £1,400 a month for most of the time the receipts cover, this year they have dropped significantly because of the falling interest rates.
Although she has been claiming payments in retrospect based on her annual mortgage statement she has decided to drop the sum she is claiming for this year.
Ms Primarolo said: "The furniture in my flat has been paid for by me.
"I didn't think MPs were up to anything."

I hope she will stand down at the next election, she will not win anyway. Disgusted. And all they came out with about the the court of public opinion over bankers bonuses.
